In the move to be self-sufficient as far as water needs are concerned in Singapore, the Government decided to dam up the estuary from Serangoon and Ponggol with Pulau Serangoon (affectionately known as Coney Island) to form the Serangoon and Ponggol Reservoirs. In doing so, the Ponggol Park was formed along the river walk.

Johor can be seen from a distance. It does appear that this is one of the point in Singapore where it is probably less than a 2km swim to Johor.
